Proposal to introduce parking enforcement: Loggerheads, Moel Famau and areas around Llangollen
Why are we doing this?
Traffic Regulation Order: proposed off-street parking places order
Hello, we’re consulting on a Traffic Regulation Order to allow us to bring in civil enforcement capabilities in the following car parks:
- Loggerheads Country Park car park
- Bwlch Pen Barras Car Park, near to Moel Famau
- Llantysilio Green car park, in Llangollen
- Wenffrwd car park, in Llangollen
The effects of the Off-Street Parking Places Order will be to allow Civil Enforcement Officers (CEOs) to enforce against inconsiderate parking including:
- Parking outside of designated parking spaces within the car parks
- Failure to purchase a valid Pay & Display ticket
- Overstaying any parking which has been purchased
Please note: this is not a proposal to intoduce new parking charges at the above-named sites. Pay & display charges are already in place and these proposals will have no effect on the existing charges. The proposed Order only relates to the ability of the Council to carry out appropriate enforcement if terms and conditions of using the car parks are contravened.
What is a Traffic Regulation Order?
Traffic Regulation Orders are legal documents that restrict or prohibit the use of the highway network, in line with The Road Traffic Regulation Act 1984.
Traffic Regulation Orders help us to manage the highway network for all road users including pedestrians, and they aim to improve road safety and access to facilities in the areas for which they are proposed.
A Traffic Regulation Order can only be proposed for the reasons set out in the legislation, and a scheme can only be proposed if the regulations allow the scheme site to be enforced with appropriate highway signage or lines on the road or pavement.
Examples of schemes that require a Traffic Regulation Order include:
- Prohibition of Waiting
- Changes to speed limits
- On-street and off-street parking restrictions
- Weight limits / width limits or other vehicle restrictions
- One-way streets
Why do we need an Off-street Parking Places Order?
Enforcement in off-street parking places (i.e. car parks) can only be made in places which have Off-street Parking Places Orders enacted.
The car parks named above have never had such an Order made previously, which means that the Council currently has no means by which to take enforcement action against inconsiderate or dangerous parking, or refusal to pay the existing parking charges.

Enforcement
If the Traffic Regulation Order for Off-Street Parking Places goes ahead, any visitor to the named car parks who contravenes the terms and conditions of parking in those car parks, may be issued with a Penalty Charge Notice by a Civil Enforcement Officer, and/or the vehicle may be removed from its parked location if parked in a dangerous or obstructive manner.

Before implementing a Traffic Regulation Order, we are legally required to consult the public for a period of 21 days. We place public notices in the local press,and we place notices in the immediate area where the Traffic Regulation Order is proposed. We have also created this web page.
