Library and One Stop Shop Opening Hours consultation

Why are we doing this?

We are consulting on reductions to opening hours in all eight of Denbighshire’s Libraries and One Stop Shops.

The Council needs to find significant savings for the next financial year. A large number of services are being asked to make changes to support these savings, including the Libraries service.

After discussing a number of different options, we felt that the best way to manage this would be a 50% reduction in the opening hours across Denbighshire’s Library and One Stop Shop service.

This is a case of the 'least worst' option when considering other options such as permanently closing some Libraries to allow other to maintain a full service, or mandatory redundancies.

In addition to members of the public, we will be consulting with Trade Unions, local Community Councils, and the groups or organisations who volunteer or run services from our Libraries.

We understand that this proposal is not likely to be popular.

We have worked very hard over the years to ensure that our Libraries deliver a high quality local service that is well-used.  We want to ensure that we continue to maintain a Library service in every town that currently has a Library, even if it is under reduced hours. 

It is our hope that if the economic situation improves, we will be able to restore the opening times of our Libraries and One Stop Shops back to their current levels

We currently provide a Library and One Stop Shop service across the county between Monday and Saturday (all libraries are closed on Sundays). To view the current opening times for each Library and One Stop Shop, visit the Libraries page on our website:

The proposed new hours for each Library and One Stop Shop are as follows:

Corwen Library and One Stop Shop

  • 10am to 1pm: Monday, Tuesday, Friday
  • 2pm to 5pm: Thursday
  • Closed: Wednesday, Saturday

Llangollen Library and One Stop Shop

  • 9am to 12pm: Monday, Tuesday, Wednesday
  • 2pm to 5pm: Friday
  • Closed: Thursday, Saturday

Rhuthun (Ruthin) Library*

  • 10am to 5pm: Tuesday, Friday
  • 10am to 1pm: Thursday
  • 10am to 12.30pm: Saturday
  • Closed: Monday, Wednesday

*One Stop Shop services in Ruthin are delivered from County Hall and not affected by this consultation

Dinbych (Denbigh) Library and One Stop Shop:

  • 10am to 5pm: Monday, Friday
  • 10am to 1pm: Wednesday
  • 10am to 12.30pm: Saturday
  • Closed: Tuesday, Thursday

Llanelwy (St. Asaph) Library and One Stop Shop:

What we found out

 

This consultation received over 4,500 responses. These are currently being reviewed and will be used to inform the Council’s Cabinet decision on proposed Library Savings on 21st November 2023. Thank you to everyone who took the time to get involved in this consultation

What difference has it made?

In a Cabinet Meeting held on the 19th of December, Denbighshire County Council’s Cabinet approved the proposal to reduce Library/One Stop Shop opening hours by 40%, together with associated savings in other parts of the service, to release an expected saving of £360,000.

Following a strong response to the public consultation with over 4,500 residents voicing their opinions, the Council amended the original proposal. The revised proposal has taken account of the consultation responses and has adapted the proposed opening hours to ensure that more libraries are open to accommodate children after school and that most libraries are able to continue to open on Saturday mornings.

No Denbighshire Libraries will have to close their doors, and all Libraries will remain partially open so that key services can continue to be available for residents, albeit at a reduced rate.
